The only way to get music into an iPod shuffle is through iTunes on a Mac or PC.
iTunes is not compatible with Chrome OS, and you cannot sync an iPad with an iPod.
If you don't have access to a computer with iTunes, then you cannot add music to an iPod shuffle.
Note you have 14 (28 in some countries) days from the date of purchase to return the iPod shuffle for a full refund no questions asked if you bought it directly from Apple.
